All of these steps are really logical extensions of the previous steps, and ignoring the wealth of available data if they provide good quality signals would have been silly. What Bing is doing is not that much different than if a restaurant owner read positive customer reviews on Yelp about things that were working well at other restaurants, and then implemented those practices himself, except in a highly automated fashion. Since searches through the Bing toolbar won't cover the query space, it's clear that the Bing team is accurate in saying that they use many other signals for ranking [4]. But if you saw the query [hiybbprqag] and had no other ranking signals other than that 20 users who searched for that query subsequently went to the exact same site, it's highly likely that the site is the correct result for the query, and it'd be stupid not to algorithmically show that result given little to no other data, especially since Google was willing to show the result.
